Ordinance on Climate Disclosures (OCD)
Switzerland requires large companies to report on climate matters through the Ordinance on Climate Disclosures, which came into force on 1 January 2024. The ordinance implements the climate provisions of the Swiss Code of Obligations (Art. 964a-c) and aligns with the TCFD framework, requiring disclosure on governance, strategy, risk management, and metrics and targets.
Who must report
Public interest entities meeting two of three thresholds: 500+ full-time employees, CHF 20 million+ total assets, CHF 40 million+ revenue. This includes listed companies, large banks, and insurance companies. Approximately 250 entities in scope.
Penalties
Fines of up to CHF 100,000 for individuals responsible for non-compliance. Criminal liability under the Swiss Code of Obligations. FINMA supervisory measures for regulated financial institutions.

The Federal Council published the Ordinance on Climate Disclosures, implementing the climate reporting provisions of the revised Code of Obligations.
OCD enters into force
The Ordinance on Climate Disclosures became mandatory for financial years beginning on or after 1 January 2024.
